Research: The Top1000 — are victims the perpetrators, or the other way around?
It initially seemed like a good idea: to view crime through the lens of care, seeing perpetrators as victims. However, with the expansion from the Top 600 of young criminals to the Top 1000, victims are suddenly seen as potential offenders.
